DESCRIPTION

Under the general direction of the Turnaround Group Leader coordinates, controls and optimizes turnaround maintenance and construction activities to maximize refinery reliability and minimize maintenance expenses in a safe, efficient, environmentally responsible and cost-effective manner while adhering to all governmental regulations and company policies and procedures.  Supervises turnaround coordinators, planners, contractors, field engineers, and other field staff.

RESPONSIBILITIES

* Actively manages the safety of his/her turnarounds and projects. Conducts audits to ensure all work is in accordance with Company safety, environmental, and loss control programs.  Ensures Pre-Startup Safety Reviews (PSSR's) for all projects occur in a timely fashion prior to commissioning activities.
* Manages, motivates, directs and coordinates the activities of his/her assigned personnel to ensure that turnarounds are executed in a safe and efficient manner with minimum unit downtime and maintenance cost that allows Operations to produce desired products at planned rates.
* Develops and manages turnaround work scope, schedule, budget, contracting strategy, contracts and project/turnaround integration.
* Develops integrated schedule for turnaround maintenance and project construction activities.  Supervises the detailed planning and scheduling for all maintenance & construction craft disciplines to accomplish the work scope, safety plans, constructability plans, quality assurance plans, waste and scrap plans, environmental compliance plans, logistical plans, fugitive emissions plans, and equipment reconditioning plans.
* Directs/coordinates contractors and their crews to ensure high labor productivity and efficiency.  Establishes priorities within the schedule and performs liaison work with project managers and Refinery departments such as Engineering, Operations, Health & Safety, Maintenance, and Environmental, so the work can proceed safely and efficiently.  Reacts to discovered conditions by providing field decisions and coordination to avoid or minimize scope changes and ensure timely completion of the work.
* Prepares, manages and controls budgets for assigned turnarounds. Manages and controls field changes.  Tracks all costs in a committed cost system and produces cost reports and forecasts.  Reviews and approves turnaround-related invoices to ensure only proper charges are paid, and that project charges are made appropriately.
* Supports Operations as requested to safely and efficiently shut down and re-stream the process.
* Control worker staffing levels and support and supervisory personnel utilization to optimize turnaround execution to meet established schedules and keep costs within established budgets.
* Communicate effectively with other leadership both within and outside the Maintenance department including resolving scheduling, priorities, and other problem areas between Operations, Maintenance, ME&I and other departments.
* Consult with Technical Services and Reliability to ensure that work meets the requirements of mechanical, process, metallurgical and environmental engineering, codes, policies and standards.
* Keep abreast of changes and improvements in maintenance technology and the capabilities of outside suppliers, shops and contractors.

Qualifications

BASIC (REQUIRED) QUALIFICATIONS

* Legally authorized to work in the United States on a permanent, full-time basis without restrictions.
* At least 3 years experience in maintenance execution and/or T/A planning, scheduling, risk management, analyzing cost/benefits and implementing action plans accordingly.
*
Organized, self-motivated, proactive, creative, and results-oriented.

*
Excellent interpersonal and communication skills; must possess ability to interact with all levels, diverse groups and people.

*
Computer skills required: Excel, Word, Outlook and web-based sites.  SAP and P3 beneficial.

PREFERRED QUALIFICATIONS

* Minimum of 8 years of refinery maintenance and/or engineering experience.  Refining or petrochemical experience highly desired
* Minimum of 5 years of supervising industrial crafts including turnaround experience strongly desired.
